Barriers include the current public-health priorities and influence on funding; challenges to the delivery of mental health and substance care in a majority of health settings; the low numbers of those trained in mental health care; and the lack of mental health perspective in public health leadership (centers for disease control and prevention [cdc], 2021).

There are various health disparities, but some of the most prevalent ones include differences in access to care, quality of care, and health outcomes. There are many other sorts of health inequalities. It is critical to address disparities in health since they can contribute to several unfavorable effects, such as increased mortality rates, decreased life expectancy, and higher morbidity rates (Mulhern, 2022). To improve substance use and mental health disorders, the goal will focus on increasing the proportion of individuals receiving treatment for both substance use and mental health disorders (Mulhern, 2022). Treatment, resources, and education related to substance abuse disorders are complex, especially in communities where resources are not as abundant (Mulhern,2022). Trauma-focused care is essential to recovery for those struggling with substance use disorder. It is important to view the individual from a holistic perspective, and gaining a complete understanding of why one uses substances has the potential to unlock a successful outcome from a treatment perspective (Mulhern, 2022). Once a patient struggling with substance use disorder identifies multiple forms of treatment for substance abuse exist currently; however, there are a few things to take into consideration: potential for implementation of trauma-focused substance use programs, capacity for collaborations, and cooperation with community structures to enhance capability for implementation (Mulhern, 2022).
There is a wide variety of materials available that can be utilized in the process of benchmarking health inequalities. Data from the United States Census Bureau, the Centers for Disease Control and Prevention (CDC), and the National Center for Health Statistics are included in these sites (Centers for Disease Control and Prevention [CDC], 2021). These data sources can give information on various factors contributing to disparities in health, including socioeconomic status, race/ethnicity, and geographic location, among other potential contributors. Addressing health inequalities is complicated, yet it is essential to get started by gaining an awareness of the scale and breadth of the problem. Finding a starting place for identifying areas of need and establishing plans to eliminate discrepancies can be facilitated by using data derived from credible sources, which can help provide a starting point.

Third, “the national equity atlas provides data on demographics, racial inclusion, and the economic benefits of equity at the city, state, and national level.

Measuring determinants of health is critical because that data directly relates to efforts to reduce health disparities and advance towards health equity. Addressing the needs of people in the community is the start of effective strategy building to assess those needs for help. Resources that help us understand how social determinants of health affect the health of the community include measures, indices, and mapping tools. Each resource assesses a social condition and explains how it applies to a determinant of health.
First, “The National Center for Health Statistics, in collaboration with the HHS Office of Disease Prevention and Health Promotion and HHS Office of Minority Health, has developed an online tool to help Healthy People 2020 stakeholders describe and analyze health disparities data” (Penman-Aguilar, et al., 2016). This tool measures absolute and relative measures of disparities which is helpful when comparing the ratios between two extremes in a social determinant of health.
Second, taking a geographical approach, the Health Resources & Services Administration (HRSA) created the Area Deprivation Index (ADI) that computes data at the neighborhood level. This strategy can measure chronic illness, environmental effects, and access to care for neighborhoods that need help improving their health disparities.
Third, “The National Equity Atlas provides data on demographics, racial inclusion, and the economic benefits of equity at the city, state, and national level. The tool was designed to help create a new, resilient, and equitable economy” (2020). This measurement of determinants of health can assist leaders and policy makers with data that supports strategies that advance health equity.
Determinants of health are non-medical factors that influence health outcomes. When we measure determinants of health, we can use that data in an assessment of the community where resources and assistance is most needed. Local health departments can use these strategies for measuring determinants of health to improve the community health they care for.
